I didn't understand the title's meaning. I think this image is that just child discrimination. But, its content was not that I thought.
Gradually, watching this video, I couldn't hide my surprise. Because, I consider the video explain that prejudice due to racism in people's mind, not racism. Many people misunderstood and prejudiced by racist labels. This bias must eliminate.

I thought administration and welfare were separate.
I used to think that administration is state operation and welfare
is helping people.
I went to the playground around my house, observed it, and collected evidence with photos.
I looked at this playground because there were many childeren and I found some
inconveniences.
