The tone changes so much within the chapters because of the setting and what the characters are doing/what is happening to the characters. Victor felt so much guilt that he needed to get away. Hence the tone of guilt. To do so, he went up to the mountains. Being up there made him feel calm and at peace. Hence the peaceful tone. In chapter 11, Victor is no longer narrating. The Creature is telling Victor about how he learned to live life on his own. How he pretty much grew up as an orphan. He learned things that a child should learn with a family, on his own.
