         <description><![CDATA[<div>The President is the Nation's chief legislator. On Article II, Section 3 it States, that the president "Shall from time to time give to the Congress Information on the state of the Union, and recommend to their consideration such measures as he shall judge necessary and expedient...." This is called a message power. The Chief Executive regularly sends 3 major messages to Capitol Hill each year. The President often sends the lawmakers a number of other messages on a wide range of topics. on He calls Congress to enact those laws for the welfare of the country </div>]]></description>

         <description><![CDATA[<div>The Constitution states "Every Bill" &amp; "Every Order, Resolution or vote to which the concurrence of the senate and house of representatives may be necessary shall be presented to the President." the President is presented with four options, He can sign the bill making it law, he can veto it, the President may allow the bill to become law by not acting on it, neither signing nor vetoing it within 10 days. If the President and the chief executive doesn't act on it the measure dies. </div>]]></description>

The most recent example of this is President Truman in 1948, to have Congress consider post-World War II economic measures. The same constitutional provisions also gives the Presidents the power to prorouge Congress whenever the two houses cannot agree on a date </div>]]></description>

         <description><![CDATA[<div>The Constitution gives the President the power to Grant reprieves and pardons for offense against the U.S. A reprieve is a postponement of the executive of a sentence. A Pardon is legal forgiveness of a crime.  These powers of Clemency may be used only only in the cases of federal offense.<br>-Commutation-the power to commute (reduce) the length of a sentence or a fine imposed by a court. <br>Amnesty- in effect a blanket pardon offered to a group of law violators. <br> </div>]]></description>
