Those lines move in the direction that the birds are moving, as if to signify the importance of the two types of birds. There are lines in the water, but they're horizontal lines that contradict the rest of the lines that are diagonal, representing peace.
Color- There are no warm or cold colors in this paintings represent a neutral feeling in this picture, which leads me to the next element value.
Value- There is light and dark value to this picture, it give illusion of motion in a 2D image.
Shape- There are many natural shapes to this picture.
Form- There is form in the towns below that birds. Which could signal the significance of the differences in the towns.
Texture- This picture has a rough texture to it, making it appear darker.

Emphasis- The birds are the closest object in the picture, this is placement, meaning that M C wanted to emphasis the change in color or contrast, from white to black. The use of diagonal lines suggest motion in the birds based on the description of the elements.

This painting is a form of OP art, which is basically a form of art that gives the illusion that something is moving based on the pattern or the color of painting.
