The Southern states wanted to count them in the population for representation but NOT for taxes, on the other hand The Northern states wanted to allow slaves to be counted for taxes but NOT for representation. The 3/5 compromise helped with this. The 3/5 compromise allowed Southern states to count their slaves as 3/5 of a person for representation and taxation purposes.
