I consider this a security practice because it is justified by the state as a legitimate and necessary measure to protect its population. In Tartu there are so many camera's that follow you around when you walk over the street, if I walk to my friends across the river I walk past at least 15 camera's. It is a very literal form of security, of course, but it does show that the state - or at least the police or other bodies which secure the streets - is watching you. I consider it a security practice because it creates a more secure environment and will protect lives of people in surrounding area. Considering a possibility of a gas system in the flat being broken, this threat is more or less constant. Especially in old houses.
