The story begins telling the story of Dr. Elliot and his reasons for holding the urge for revenge against Batman and Catwoman. Dr. Elliot plotted against the Dark Knight by planning to kill Catwoman in front of Batman; therefore scarring him. His plan ended in Batman's favor, ultimately being defeated to near death. This and the fact that Catwoman stole his fortune during his recovery from the incident fueled his actions towards revenge.

 Dr. Elliot had surgery to look exactly like Bruce Wayne (Batman's true identity), then played the role of Bruce Wayne in the public's eye. This created many problems for the bat family. Dr. Elliot plotted to bankrupt the bat family by portraying Bruce on T.V in the press by claiming to donate one billion dollars a week. This money would fund organizations trying to help Gotham in chaotic times due to the fact that Bruce Wayne is "dead" Nightwing  and Robin eventually handle Dr. Elliot, forcing him to portray Bruce but only being able to act under their okay.

 The root of chaos within the city all come back to Black Mask. Black Mask funds several acts of crime in Gotham making Nightwing and Robin jobs all that much harder.  - This is Dr. Elliot explaining the actions of Catwoman bankrupting him which fueled his reason for planning the bankrupt the Wayne Industry.

Black Mask: "What possessed you to act so brazenly, and without my approval?"
- This is Black Mask questioning a criminal in Gotham that usually works for him, why he was regarding Black Mask request to take action. This emphasizes the true control Black Mask possessed and longed for in Gotham during these chaotic times.

Damien Wayne (Robin): "... Each one is a trusted ally sworn to perserving my fathers legacy."

The plot and character development really intrigued me with their ruthless demeanor and need to see justice all the way through. The nature of this book corelates to the real world and how it would be without proper law and enforcement. Many aspects of society in this book seem possible in the real world. I would not particularly search for more books from these authors because I know better Authors in these kind of novels. This book was an interesting read and definatley grabbed my attension.
