Because of my own experience, I can realize that this is a fact. By the time I finished high school a had some vocabulary and I was able to understand L2 but, I couldn't speak. When I started practicing at college and when I began to work on a billingual school, I had to start speaking in English because I had to and in that moment I started developing my speaking skill. I truly belief that students need the opportunity for output, without it their communication skills would be affected.
