Elliot of Mass. proposed a bill establishing a bureau of emancipation within the Department of War to provide protection and support to African Americans which was finally pass and put into law March 3rd, 1865.  Congress agreed to pass an act to create a bureau for the relief of Freedmen and refugees. It was put into action to operate during the then present war and for a year afterwards. The main backlog that dragged the process are the minds of the people. They grew up identifying African Americans as less than a person, an item, a piece of property so as the idea of reconstruction went forth, the people of the land weren't having it. If people had a different perspective of each other then things would've gone a little better. If people truly understood the rich history they engraved the minority with, then it would make sense and things would've abolished a long time ago. This doesn't include property owners and high market men, they were born into "american royalty", so they're going to focus on the money not the moral.
