England had a constitutional government before WWI, but it was not yet a democracy. Some men could still not vote, and no women could vote. The aristocratic House of Lords had limited power to veto the Legislature. In 1914, Britain was no longer the biggest military power in Europe, with countries like Germany out-performing them. However, it still had the biggest military ship-building industry in the world. They were the first country to develop a modern ship called the HMS Dreadnought, in 1906.

In the Representation of the People Act, they gave the right to vote to all men over 21 and all women over 30.
