While Captain America: The First Avenger fit into the war movie genre, Captain America: The Winter Soldier fits into the espionage genre.  Using different genres for each film helps stave off the potential for franchise fatigue. This is why Fast and furious went from street racing to stopping drug lords to now having a spin off fighting a super soldier (captain america rip off).

The film is very good to watch from a casual movie goer's perspective and a comic enthusiast's perspective. The action sequences are riveting and seem to be ultra realistic if a man above peak human condition were to fight skilled assassins and secret agents, you know everyday stuff. It also brings a tone of comedy and some heart. The heart is mainly provided by the captain himself as he struggles with how the modern world operates and his own ideology.

Captain America is a smart, inspiring, and action packed thriller with stunning CGI that gives it the feel of a movie twice its cost. This shows the lighthearted comedic element of the film even though at this moment they are on the run. After this part of the conversation the Apple working then states he wished he looked like Steve and calls him a "Physical specimen", MIGHTY high praise which is deserved.

Captain America/Steve Rogers: "I'm not going to fight you Bucky, you're my friend
Bucky Barnes/Winter Soldier: "You're my mission"

This scene is powerful because conflicting sides were once best friends and it's likely they'll have to duel to the death. It shows personality but also integrity.
