Could be leaving for a better life somewhere else, maybe a job opportunity. Their belongings are packed and behind them is a train. They could maybe be family.
They are sitting and waiting with each other. They don’t look like they have a lot of money so that could be all of their luggage.They are outside possible waiting for a their train so they can leave town. The train/train tracks in the background and the luggage next to the man.

because the picture is still in black and white and the houses are not modern by any sort. Their in a work yard because you can see a big barn with a word on it so that would be the company that would own it. Their clothing and the black & white photo lead me to believe this. They could be on a farm. It looks like there is a shed/barn on the left side and a fence for animals. I feel like the people who would live here are hard-working. The fact that they are on a farm helps me to infer this because farms are hard to maintain. Also, the shed/barn and fence look like they are sturdy and nicely built. They could be trying to figure out who is going to pick up the slack for the little girl on the left. They look like they are in thought and the little girl has crutches so she probably can’t do her share farm work.
