The Hinchingbrooke Hospital quality report explains how the hospital had to carry out two inspections one of which was announced and the other being unannounced, between the 16th and 28th of September 2014.

The report suggest that the staff were not embedded enough, they failed to report or raise immediate concerns relating to the safety of patients also known as 'Stopping the Line'. this is one of the affects and has affected the outcome of the quality care report.
'There was also lack of knowledge around adult safeguarding procedures, Mental Capacity Act and Deprivation of Liberty Processes'.
(2015: Care Quality Commission, Pg3.)

This left the hospital having a rating of 'Inadequate' in the Urgent and emergency services unit as well as the medical care. The surgery and end of life care was reported as 'Requires Improvement'. Then three other units were left with the rating good.

The Guardian stated that the patient safety and caring towards them was one of the reasons as to why the hospital got and 'Inadequate' rating overall. This can be due to recruitment. not only can the hospital not afford to provide the right staff due to funding cuts, the hospital uses agency staff. Agency staff are trained and qualified as normal staff but they do not have the same connection or bond with the patients, this might effect some patients treatment as they do not have a solid relationship with agency staff.
it is also stated that there is substantial and frequent staff shortages.

Patient safety is the most important part of a hospital to ensure that is running properly, as they are the priority of the hospital.
if the patients are safe or looked after then the care quality of the hospital will go down.
'The CQC was scathing about the hospital, rating it as “inadequate” overall, and specifically for patient safety, displaying caring towards patients, and leadership.'
(January 2015: Campbell, D NHS)
This also relates to recruitment because if the staff do not care or put the right amount of effort in for the patients then they will fail to meet their needs.
This also links in with training and this is an effect on the hospitals care quality report. these relate because if the staff are not provided with the correct training then they are not able to provide the best or suitable care for the patients.
The care report also states how the hospital showed poor practice during their inspections.
'Including risk assessments, are completed, updated and reflective of the needs of patients'.
(Care Quality Commissions: 2015, P 3)
It also mentions about infection and medicine control.
it is important that risk assessments are followed up as they prevents the same risks from happening again which will protect the patients from accidents and injuries. It can also help the hospital to improve within different area's that may not be a risk to the staff or patients, but can improve the hospital as a whole.
'Ensure medicines are stored securely and administered correctly.'
'Improve infection control measures in the Emergency department.'
(Care Quality Commissions: 2015, P 3)

Funding cuts have an impact on many area's of the hospital depending on which areas have been assessed to make changes and afford the funding cut.
this could mean that wages, staff, equipment, recourses and training can all be affected.
When these cuts are made it can be hard to meet the needs of patients for example seeing patients within the A&E unit within 4 hours, which was one of the units that got rated 'Inadequate' in the quality report.
'Circle Holdings issued a statement to the London Stock Exchange blaming funding cuts'.
