         <description><![CDATA[<p>We are against the idea of having newly constructed buildings have a net zero carbon emission due to the higher cost in order to fulfill the net zero requirement for carbon emission. </p><p><br></p><p>Reason:</p><p>1: The additional costs to make a new building have a net zero carbon emission rate are high and could be used for other purposes. </p><p><br></p><ol start="2"><li><p>The additional costs have to be covered, usually by the general public who use these buildings (increased rent, prices, ect). </p></li></ol>]]></description>
