         <description><![CDATA[<div>Supreme Court Justice Ruth Bader Ginsburg died on September 18. The presidential election is on November 3. Her death is the closest-ever of a Supreme Court justice to a presidential election.<br>But there has to be a vote in the Senate. It is one half of Congress. The most powerful person in the Senate is the Majority Leader. That person is chosen by the political party with the most seats in the Senate. <br><strong>Senate Debates The Nomination<br></strong>Nominees must be confirmed in a vote. That vote happens in the Senate. Since 1975, it has taken about 68 days for a vote. That is the average time. The president's nominee is interviewed first by a small group of senators. It is the Senate Judiciary Committee. Often there are small meetings with senators. Some are one-on-one. The nominee must also fill out a long list of questions. The FBI does background checks. The nominee must also answer questions in front of the Senate Judiciary Committee. Then the full Senate debates. Finally, it votes. <br><br>Both of Trump's picks were confirmed. Republicans did this even though Democrats were against it. Republicans did it by voting to remove the filibuster. A filibuster is when lawmakers try to prevent a vote. They do this by extending the debate. Or, they give a very long speech. This stops the Senate from doing its normal business. Typically, a filibuster can only be stopped by 60 votes in the Senate. There are 100 members of the Senate.<br><br></div><div>However, in both of Trump's picks, McConnell used a special rule. It is known as the "nuclear option." This called for just a majority vote. That is when just 51 senators or more vote for something. That helped pass Trump's first nominee, Neil Gorsuch. Later, the same rule was used to confirm Brett Kavanaugh. That move will also make it much easier to confirm the next justice.<br><br></div>]]></description>
