This shows great bravery and taught Mona that she was unstoppable and helped her build up the courage to go to police academy.

Death is generally something that happens due to gangs and Mona didn’t like it.

This shows how Mona went through all of this death through her journey motivating her to become a cop; the quote "His striped shirt was soaked in blood from his chest to his waistline," reminds us of death because that is when Oso gets shot.
