I am sure one of the situations that caused corruption was that the throne was being handed to many different emperors. For an example from the video, Alexios Angelos promised the French and Venetian crusaders to help him to take the throne from his uncle with money. When Alexios did get the throne, he was killed, and that grew more chaos when the crusaders were unpaid. This sums up that people paid others to get what they wanted.
