B- No, you do not have enough building supplies to construct the octagon.
C- You would need 3,017.767 ft² worth of materials.
D- The new area is 3,128.821 ft².
E- 3128.821/1564.410 = (3/2)²
                2.25 = 2.25
As seen above, the ratio of the areas is the scale factor squared.
