Question: Clusters have a role to coordinate NGO partners and government bodies depending on the contextual requirements. Its phases are classified as emergency and recovery which can be considered as the traditional approach to humanitarian vs. development needs. However, we know that these phases can take place at the same time and actually it is important to take actions that would lead to capacity building of local bodies in terms of sustainability of the response. Question: How to ensure the security of tenure is effective and applicable in a country where the economic situation is extremely devastated to help IDPs plan their future in addition to guarantee the rights of landowners at the same time to reduce the risks of disputes and prevents forced eviction that many IDPs encountered.
