In 2000 B.C, Greeks established cities each with their different governments. Solon brought more participation in the government by outlawing slavery based on debt and he established citizenship based on wealth not heredity. Which meant any free male could vote. Cleisthenes known as the father of democracy he balanced out the power of the rich and the poor and he made it so all citizens can submit laws. Fourth century B.C. in Athens many philosophers appeared and caused ideas of democracy to flourish. Some examples of Philosophers were Socrates, Plato, and Aristotle. Socrates created Socratic Method, Plato wanted society to be run by the wisest not by the rich, and Plato examined the nature of the world and of human belief, thought, and knowledge. Greece's legacy direct democracy and first to create three branches of government.

In 509 B.C., a new government called a Republic was formed by aristocrats. They were the first to have written laws such as Twelve Tables and than The Code of Justinian. Emperor Justinian in A.D 528, ordered the completion of all Roman laws. And later on it became a guide on legal matters. They believed the law should be applied equally to all citizens and even people in power. Romes greatest legacy was written legal codes and the idea that no one is above the law.

Judaism, Christianity, and Islam all helped develop democracy by shaping the ideas about the worth of an individual and responsibility of individuals in the community. The Jews believed that it is the responsibility of people to go against injustices and oppression. By 380 Christianity became official religion of Roman Empire. These monotheistic religions helped with democracy by giving the ideas of equality of people before God, worth of an individual, and the duty of an individual and community to combat oppresion.
