I say this because he felt so bad on needing to arrest him that he left to go have someone else arrest Bob because he didn't have the heart to do it and while the civilian was arresting Bob  he wrote then told the civilian to give the note to Bob which read  "Bob: I was at the appointed place on time. When you struck the match to light your cigar I saw it was the face of the man wanted in Chicago.
