I took the challenge of trying to find a country without a charter, and the first country that I thought of was North Korea, or the "Democratic People's Republic of Korea". Going into my research, I had heard nothing but bad things about the human rights situation in North Korea, so I assumed that there was no form of Charter in place.

To my surprise, North Korea does in fact have a constitution that outlines many rights we have here in Canada today. This Constitution was put in place in 1972, and later amended in 1998. The constitution was for the most part inspired by the constitution of the Soviet Union.

The Constitution of North Korea is quite thorough. It outlines many rights and freedoms that North Koreans should expect and while it does differ from Canada's Charter, in that it also outlines certain duties or expectations of the citizens of North Korea, that we do not expect in Canada, the constitution of North Korea would do an excellent job of protecting the citizens of North Korea from being abused by the government, if it were remotely protected, or respected. Instead, the rights of North Koreans outlined in the constitution are constantly violated. Instead of protecting the rights in the constitution, the dictatorship chooses to protect another document, titled: the "Ten Principles for the Establishment of a Monolithic Ideological System".

The human rights situation in North Korea is clearly a violation of the Universal Declaration of Human Rights. In my research, I learned that those who oppose Kim Jong-Un's rule are met with what the UN describes as "Unspeakable Atrocities", and when they say "Unspeakable", they aren't lying. There was quite a bit of information that the UN would not describe, and I can only assume that that is because some of the things going on in North Korea are worse than I can imagine. Earlier in the year, we were asked "at what point should the UN intervene if human rights are being violated?" I believe that the United Nations would have put a stop to the dictatorship in North Korea a long time ago if it weren't for the threat of war.
