statutes (house bill 2)- laws that apply statewide 
local/special- apply only to specific, or certain, counties or cities

Through statutes, the GA decides how much money the state government can spend and how much state expenses will be payed (state taxes). (power of the purse)

Legislative Oversight- they also have to power to oversee certain laws to see if they are working or need to be changed.

They have he power to control the impeachment process.

Election- districts are based on census (official population count)- equally divided. 

Qualifications- house- must be 21 years old and live in that district with one year of residency in that district.
Senator- 25 years old, live in state for 2 years and 1 year district residency

Leadership-
President pro tempore- presides over the senate
Speaker of the House- runs the house of rep, presides (runs and overlooks everything) and appoints. the lieutenant governor is also the president of the senate. The leader of the committee is the person who has been there the longest (seniority).

Sessions- long sessions (6 months) in odd number years and short sessions (6 weeks) during even number years. special sessions can be called by the governor, speaker of the house, and president of the senate (house bill 2)..

Key legislation- the North Carolina education lottery system was made legal in 2005. 2006 raised minimum wage. Public facilities, privacy, and security act in 2016.

Roles: chief of state- the symbolic leader who speaks for North Carolina. Commander in Chief- governor controls the national guard. Chief Executive- enforce laws
Responsibilities: appoint key officials, coordinate state agencies administer/propose budgets (power of the purse).

If the governor cannot perform his job, the lieutenant governor will take his place.
The lieutenant governor would step up in case of death, removal, move up the political ladder (EX: George W move onto senator). Lieutenant gov. runs on separate ticket from the governor.
