         <description><![CDATA[<div>An initiative is a process that enables citizens to bypass their state legislature by placing constitutional amendments on the ballot.<br>There are currently 24 states, South Dakota being the first and Mississippi being the last, that has adopted this initiative process.</div>]]></description>
