The town council would either approve or deny the artist's proposal and if the artist is approved, then work can begin. I think this system could be beneficial to both sides as the government could now see what the artist will be doing and the artist can now do their art without being accused of vandalism as they would have a governmental permit that allows him or her to do their art. They would need to appeal to the National Arts Council and publish their plan or what they're going to do. The town council could both approve or deny the artist's suggestion and if the artist is approved, the work can begin. I suppose this system can be useful to each aspects because the National Arts Council could now see what the artist is doing and the artist can now do their artwork without being accused of vandalism as they have the National Arts Council's permission that lets them to do their artwork. It is not required or necessary for aspired artists to get license or consent to put up their art. This space or area will be given to the public for free, to put up the art. b)The National Arts Council can help artists showcase their work by making a program or group in each point in Singapore and these groups will be tasked with decorating the public area, for example, doing some spray paint art on the walls of the void decks of our HDB area or set up pictures or paintings that were made by these groups so that out surroundings does not look so gloomy. People who are interested or want to help out can volunteer and help out in making wonderful decorations. If they are not skilled in arts and want to help maybe the government can sponsor some money or they can pay small fees to take art lessons so that everyone can be part of helping decorate their neighborhood if they want to.
