It was mentioned on the official website of Quezon city that they would provide the materials needed in order for them to start their urban agriculture. However, the city's effort to start urban agriculture to combat hunger might have disadvantages if the guidelines for this would not be clear. In their statement regarding providing the tools for the people to start urban agriculture, they did not state any plans for the community to be self-reliant after donating tools. Moreover, they did not provide disaster risk plans in case there are natural disasters that will affect urban agriculture.
