In contrast to this, I know that people make mistakes with nothing more to blame than human error, which however can interfere with how a country develops, even with the best intentions in mind. Then environmental factors are to consider, things that we can never fully prevent at this moment, natural disasters like earthquakes would definitely hinder development. And this is guessing that people do have the best intentions in mind which they don't.
