Since it would only includ news relating to weather. 

- It would probably be found inside many citizen's private quarters (Home), or the publishing press.

- Most citizens won't interact with it since its the same news everyday, always the rainy weather. Margo is the only one that will interact with it, perhaps hoping for an miracle of the sun blowing through the eternal rain.
