         <description><![CDATA[<div><strong>Voting</strong> - As it is not a state, Puerto Rico does not have a vote in the United States Congress, which governs the territory with full jurisdiction under the Puerto Rico Federal Relations Act of 1950. <br><strong>Protection</strong> - Puerto Rico has been under U.S. sovereignty for over a century and Puerto Ricans have been U.S. citizens since 1917. They are protected by the U.S. as they are considered U.S. citizens.<br><strong>Resistance</strong> - the Puerto Ricans resisted U.S. control and after some time, only seven U.S. soldiers died and then Puerto Rico was in the U.S.'s control.  </div>]]></description>
