         <description><![CDATA[<p>At the time that this plan was presented, parents and policymakers were calling for change. Technology was rapidly advancing, yet access to it was not equitable within school districts. This plan hoped to make educational technology more accessible. The plan was launched during Obama's second term, when there was a rise in personalized learning. People were calling for more individualized learning practices for students, and implementing new technology was the best way to meet those needs. </p>]]></description>
