Although landfills are classified by what type of waste they can accept, the type of waste acfepted at any facility are not regulated or monitored adequately by state agencies. Therefore, companies have their own discretion regarding what waste is disposed in the landfill even if the law specifies otherwise. Landfills produce harmful gases, odors and leachates, which will contaminate the soil and eventually reach the groundwater. Even with state of the art technology, landfills will leak. The post closure period of landfills has raised concerns, in which many of these facilities are turned into base for athletic fields, playground, parking lots or other facilities. The post-closure can lead to cracks in the cover, and subsequently leakage. According to Resources Conservation and Recovery Act (RCRA), hazardous waste defines as a liquid, solid, sludge, or  gas waste substance that may affect to human health or the environment if does not being managed properly.
Some issues that always come out which related to the hazardous waste is on how to dispose the waste. nowadays the optional ways to dispose are landfills, injection wells, incineration and bioremediation. Then other major problem also occur when the waste that being dispose especially in landfill might be leak into the groundwater. Since groundwater is one of the source of drinking water,and once it is contaminated, it is difficult to remove the groundwater contamination. when human consumed this contaminated water thus it will affect our health.

This place was a industrialized area. The operator accepted hazardous wastes and filled the pipe tunnels and the former building factory with many hazardous waste drums. The hazardous waste drums are also filled inside the discarded tank trailers and parked on the site. The underground storage and trenches were filled with hazardous waste when the above ground was filled. Then, the site was burned in February 1978 and the clouds of the toxic air pollution was produced due the burning of the site that contains hazardous wastes. The contaminated also run-off to nearby river.

Hazardous wastes are any form of waste whether it is solid, liquid or gas which can be harmful to living organisms and the environment with its certain quantity or concentration. For example, the issue on the polluted rivers in Penang. This is especially devastating for the Sungai Pinang. The main cause of this pollution is the dumping of toxic wastes from nearby factories. Besides, the dumping of wastes  from a pig abattoir which is located near the river has not only resulted in bad odour and rendering the river black in colour but has also caused death of aquatic life and polluted the estuary and nearby sea.
