The principles should be captured/addressed in the mission and vision, hence the need to have 'inclusion'.
Clarification needed for bullet three of the mission
Can the vision be revised to indicate "where we want to get to" with the intentions in of the mission. For example: Vision:
A network with highly qualified capacities and competencies able to develop and implement models that focus on skills training programmes on early years, primary and secondary, vocational, teacher training, and higher levels of education.

Include "to carry out high quality research to support design and implementation of high quality projects on field level"

Change so that; to raise the quality of educations is mentioned first in the mission statement.

Vision  
include in bullet two "...and applied projects and work on the ground." 

Include all principles under bullet three.

we have had a discussion around combining the three vision statements into one.
