         <description><![CDATA[<div>1890-sears catalog offers a syringe and cocaine for 1.50$ ( No drug laws).  First act to levy taxes on morphine and opium took place. <br>1909- Smoking Opium Exclusion Act banned the possession. Opium could still be used as a medication. <br>1914- Harrison act, regulated and taxed the production, importation, and distribution of opiates and cocaine. <br>1919- Pass the 18th Amendment. banned the manufacture, transpiration or sale of liquors. 21st repealed the 18th amendment. <br>1937- "The Marihuana Tax Act" placed a tax on the sale of marijuana. Did not criminalize possession but made hefty penalties if taxes weren't paid such as a fine up to $2000 and five years in prison.<br>1970- Controlled Substances Act. Created 5 schedules for drugs, 1 being the most dangerous. Schedule 1 drug example is Ecstasy. <br>1971- Nixon officially declared a "War on Drugs"<br>1973- Nixon created the Drug Enforcement Administration (DEA). Controls drug use and smuggling into the United States.</div>]]></description>

During Carters first years in office, the senate voted to decriminalize up to one ounce of marijuana .&nbsp;<br>Ronald Reagan- reinforced and expanded many of Nixon's war on drugs policies. His wife launched the "Just Say No" campaign, which was an effort to educate children on the dangers of drug use. Anti-Drug Abuse Act. </div>]]></description>

         <title> NH, WV, NM differences and similarities</title>

         <description><![CDATA[<div>In New Hampshire, most deaths from overdose are related to a version of fentanyl and heroin. New Hampshire spends 8 dollars per capita on treatment for substance abuse . The state is second to last, ahead of only Texas, in access to treatment programs. <br>In Appalachia , overdose deaths have been a problem for more than 10 years but many problems come from prescription drug addiction among the workers. Laws have been passed to address the misuse of prescription pain killers.&nbsp;The type of work they do is more injury prone, so they get hooked on these prescription drugs. State government tried to cut back on painkillers but people turned to heroin. The highest overdose death rate in the nation. <br>In New Mexico, it has had high death rates from heroin overdoses since the early 90s.&nbsp;Say its much harder to treat younger people. </div>]]></description>
