My first one, is that he was the first evil god. All of the first gods trusted, obeyed, and followed Ra. However, Apophis was such a savage, he wanted to do the exact opposite of all that. Well, a choice that everyone believed, is that Apepi was behind all this (well, after Seth). Since he was a dark god, and storms make people feel scared, it makes sense to believe at that time.
