While I would discourage the use of cell phones during class for personal use, there are many benefits to having a cell phone to use in class. Many times, cellphones are the only way; proving to be useful in some classrooms.
Pro: More Convenient
Con: Students could get distracted easily.

It depends on how they are used- in general at school? Yes, they should be able to use them in between classes and during lunch. During class? No, however, cell phones aren't going anywhere. Students have to learn to get their work done and be responsible for their own learning with the presence of cell phones.
