Overcoming of lack of resources
1)identify situation and impact of this lack of resources (how was that possible? How will we avoid it next time?)
2)leverage control board by firstly presenting the case (situation, reccomendations etc.), then facilitating the decision. Finally adjust accordingly to end all well.

How to do the resource planning?
1. Identify what resources are required : Equipment (hardware, software, tools, requirements, versions, standards, am I going to purchase or lease?...), People/personnel (role, experience, skills, certification, employee, contractor...)
2. Determine when they are going to be needed : only during the pro-project planning? During the entire project? During only part of the project? Only if there is a crisis situation?...
3. Negotiate where and how I get them : Internal, external or third party? In some cases a request for proposal is needed or a bid
