         <description><![CDATA[<div>Depending on demographic of registered voters, certain initiatives can hurt the school systems more than help them. When people who aren't aware of how the educational system works are asked to vote,  students are the ones that end up living with those consequences. Ballot initiatives can be great if we ensure the public is made aware of what is being passed.</div>]]></description>

But there is no guarantee that issue being proclaimed will be acknowledged in a plebiscite because not ereybody might be as invested in the issue as the people who started the public vote or be as educated on the issue.</div>]]></description>

I think test scores by no means is an accurate way to tell anything, but I think if there is an overall improvement, I think it is possible that the policy did work and is more effective for English language learners. <br>3.          <description><![CDATA[<div>1. Well, it means that a lot of people that are not well versed in the education field will be voting for something that could drastically change schools. This could allow for some new ideas to be put into schools, or it could lead to some disastrous results because we have random people deciding how students should be taught. <br>2. I would assume that if test scores improve and this policy was the only thing that was changed, then yes, this means that it probably worked. There are lot of variables that could be part of the situation as well, so it is hard to say for sure. <br>3. Is the bilingual education going to be for English speakers as well? We have other language classes now, but normally they are just Spanish or French (not that there's anything wrong with those). Will there be other languages offered in schools? <br>Look a picture! </div>]]></description>

         <description><![CDATA[<div>1.A con may be that of a majority being unaware or perhaps knowingly voting against policies that would be beneficial for a minority group. A pro, similar to the con, would be that a community in the process of voting would hopefully be familiar with the various needs of a community; the more local the scale of effect (of the policy) the more familiar and more well-informed the individual voter would be, ideally.<br>2. Not necessarily. A major policy change, one would hope, with regards to any issue, would be accompanied by a public change in perception of the issue in question. A policy change may provide resources or generate new methods, but it would also be accompanied by shifting public perceptions of what is helpful/deterring to progress and effective action. -- ethical and evidential groundings for policy or resistance to it<br>3. </div>]]></description>

There could be several confounding variables in the equation, meaning that there isn't a guarantee that the changes were the direct cause of the increase in test scores. It can mean that the policy worked; I just don't know if it's like that 100% of the time. But I think its very important to evaluate policies based on other things that are not test scores- such as how much the STUDENT feels they have grasped concepts. Test scores only mean so much.
