         <description><![CDATA[<div>German aggression aggravated the situation but was not the sole cause of the outbreak of WW1.  Even though Germany was a great power which would provide a lot of support to Austria-Hungary, Austria-Hungary would still attack Serbia and start WW1 regardless of Germany, but there would probably be lesser chance of winning the war                   </div>]]></description>

         <description><![CDATA[<div>Germany, through the various international crisis that had occurred through before the July Crisis, would have known that insecurity arising from Germany would have been generated from its previous actions. The blank cheque that it had offered AH and the later declaration of war on Russia, would have a chance to incur an european war, rather than a localised war between AH, Serbia and Russia. AH had no intentions seen  yet to involve Germany however, though the effect of the blank cheque might have spurred on AH's ultimatum, which eventually led to war. (It was never obligated by the present alliance system.) As according to later documents from that point in time, the September memorandum, describing the annexation of surrounding lands, Germany might have had a goal in mind when war was triggered, that would prove to be beneficial enough for them to fight a costly war.</div>]]></description>
