    Vectors are made up each with a mathematical formula (Vector) this tells the path how it's shaped and what colour it is bordered or filled with.
    The major difference between the two is that Raster images do not retain appearance as size increases, vector's do, due to the formula that dictates how the image is rendered.
    Raster images allow for greater colour adjustment than Vector but it also loses quality as enlarged.
    Raster images  are used mostly with photos. Photoshop for example is a Raster program whilst Adobe illustrator is a Vector drawing program that creates the formulas as you draw.
    All vectors must be converted to Raster for web use but they display at the highest resolution.
    Vectors are good for logos & letterheads. 
    Raster is good for photos. Raster Images are often large files.
