The congress divided the southern states into 5 military districts. The different districts were all lead by Union generals. Made the states follow the 14 amendment, letting the former slaves have citizenship rights. Citizens were mad because they did not want to let their slaves be freed.

Was reconstruction a success of failure?

There is many reasons why some people thought reconstruction was a failure, but I think it was kinda a success as well as a failure. After the war, Lincoln wanted to bring the states back together, but he did not do a very good job. He ended some slavery, and he also divided the southern states into military bases, that helped for a little bit but as soon as the military was removed everything went back to the way it was. The only thing that was different was that there were no more slavery. So in one way reconstruction was a success, mostly for the slaves, but for most people in the south it was a failure.

Life sure is different for me, a black southern sharecropper, my "boss" is letting me live on this land as long as I farm for him, he also gave me tools and seeding. Just a few weeks ago, I was a slave who had nothing, but now I have a little more. I'm glad Lincoln gave me and other ex-slaves rights, like voting, I am also now considered a citizen now.
