         <description><![CDATA[<div>Woodrow Wilson believed that the seas should be open to all countries no matter the circumstances, whether it was war or peace. All countries should also be open to free trade, and he wanted any hurdles such as custom duties to be removed. </div>]]></description>

He also believed that the citizens of European countries and colonies, should have a say in their future, and what they want to do. Secret Treaties was also a topic in Wilson's mind that needed sorting. He considered that open diplomacy between countries would&nbsp;stop this issue. </div>]]></description>
