Title of Bill: The Prevention of Youth Trafficking Act

1. Preamble: WHEREAS the youth of the United States of America

2. accounted for over half, 51.6%, of all criminal human sex

3. trafficking in 2018; WHEREAS 4.5 million trafficked persons

4. are sexually exploited; WHEREAS 300,000 Americans under

5. 18 are trafficked every year; WHEREAS homeless youth,

6. and those in foster care are at higher risk, along

7. with disabled and previously abused persons; WHEREAS

8. the creation of a tighter support for those vulnerable

9. parties.

11. Section 1: The US Social Services will create a database

12. of all vulnerable parties and will create a specific

13. mandatory support system for those in foster care.

15. Section 2: The US Social Services will create committees

16. to monitor those in foster care and specifically

17. provide them with protection.  Other vulnerable

18. parties will be monitored at large.

20. Section 3: The Prevention of Youth Trafficking Act will

21. be expanded by COPPA laws and will amend them.

23. Section 4: The expenses of this Act will be paid for

24. by non-profit organizations, as well as a grant

25. to the US Social Services for 1 billion dollars (a

26. rough estimate not including other donations)

28. taxes may have to be increased to fund this Act

29.  

30. this will go into effect 30 days after passage.
