He was born on the 14 July 1919 in Scottsville, in Virginia.
He worked as a waiter for many years, in « Whites-Only resorts and Country clubs ». He started in the White House in 1952 as a « pantry man », and over the years, Allen became the butler of the president.
Allen's life was the inspiration of the film " the Butler", but there are many différences between his life and the film. In the film, Cecil grew up in a cotton field in Macon, but Allen grew up in a Virginia plantation. Allen's son was not a blank panther and he ran not for office later. But, the Allens and the Gaines were Obama supporters and Eugene and Cecil received one of President John FK's tie after his death.
