It depends on situation.There are things, that you just can't do quickly - you should think well before making some hard decision etc.On the other hand, sometimes you should decide or do something immediately, so yeah, from time to time everyone, including myself, does something on the spur of the moment.

I don't do things on the spur of the moment. Usually I need time to think it over and when I've got an idea of what to do about ~~that~~ those things, I can do it.
