         <description><![CDATA[<div>Andrew Johnson release people who have been charged with political offenses to all southerns who will swear loyalty to the union except slaves.  This reconstruction required states to ratify the 13th amendment which ends slavery.  President Johnson is growing leniency towards the white South, he orders all land that went to freed slaves returned back to its former owner.</div>]]></description>

         <description><![CDATA[<div>the 13th amendment was ratified and refuse to extend the vote to black men.  Black codes were laws that put restrictions on black citizens.  any black citizen who refuse to sign the labor contract can be punished for example, unemployed black men can be seized and auctioned to planters as laborers, black children can be taken from their families and made to work.</div>]]></description>
