The scientist is training them to use their powers. They are mistreated and everyone fears them.  In this photo we can see everyone has some type of genetic mutation. The whole series is about genetics and about how those who have genetic mutations are affected by it.

There was a quote at the beginning of the book that refers to this very topic. The quote basically says that parents mess us up no matter what, they give us their faulty parts and some extra on top of it.
