We agree because language is a tool that people all around the world use to communicate. People pick up language through daily occurrences (parents guiding children through different mediums - books, interactions). Interactionists focus on Vygotsky's model of collaborative learning as it is the idea that older people can help children both cognitively and linguistically. Only when those methods are ineffective will we turn to rules (in school, academics) to teach children. Even though we have different languages in the world, they have the same meaning (conveying the same message through different languages.) Universal because it serves the same purpose. 
In relation to "internal representation of information covered", the universal meaning of the word/sentence that is trying to be conveyed is the same. We agree with learners learn to cope with language and possess a natural understanding of system. According to the Nativist Perspective, the human brain is structured to acquire language and make sense over time also known as Language Acquisition Device (LAD).
We also agree that learners master a complex of grammatical rules.
