Like a massive bomb, or a comically powerful artillery shell.
Both of these options work, but have their downsides. A big bomb needs an object to launch from, and an artillery shell needs a large amount of propellant in its case to launch. 
So why not just combine both of them?

But making the missile itself larger is harder. A regular BGM missile can penetrate 430mm (16 inches) of armor. This armor is typically rolled homogenous armor (which itself is typically made of steel). Rock is typically harder than steel, and the missiles small size will cause minimal damage to the massive asteroid. This is why we'll be replacing the HEAT warhead with one that has the payload of an AN602 Hydrogen Aerial Bomb, also known as the Tsar Bomba.  We will achieve this by just putting all of the bombs nuclear payload into the missile.

The rock will probably be pushed away a little by the rocket, and then will be pulverized by the force of the bomb. Most of the debris from the asteroid will probably be flung to god knows where. However some of it may just launch itself towards the earth, but these pieces would probably be small, which is bad but is better than having a giant rock slam into the planet. The bomb should also have next to no effect on anything else because space is huge and mostly just a void and any radiation from the bomb would probably just stay in space.
