Strategic Partnership on Inclusion - SALTO I&D/BE-FL

- SPI has been running since 2016/17.
- There are currently 'SPI Strands' on 3 target groups: NEET, Disability & Health Conditions, Rural youth. A 4th one is envisaged on 'young people from diverse cultural backgrounds' (but has not taken off yet due to corona).
- The SPI work generally happens in 'cycles' of mapping, reaching out, national activities, international activities, support/coaching towards projects. At the end of a cycle, there is a harvesting conference. The 2020 Harvesting conference was finally turned into an 'inSPIre week' in 2021 - see www.salto-youth.net/inspireweek
- SALTO Inclusion & Diversity (general coordination) contacted all NAs in 2019 to confirm their participation and start a new cycle (total of 18 NAs and 1 SALTO involved now).
- The SPI uses Basecamp as a cooperation platform for both Strand work as for general SPI matters.
- From end 2021 a new monitoring system (using SurveyCTO platform) is implemented to document the outcomes of the national and international SPI activities.
- The SPI has an annual planning meeting (September, face-to-face: EE in 2022) and an intermediate 'catch up meeting' (online, February). In between the SPI Strands develop their own activities and work rhythm led by a coordinating NA (DE for Disability, IE for Rural, LV for NEET).
- we are currently (2022) working to 'revive' a 4th Strand about 'YP from culturally diverse background' (as a follow up on the KA3 projects: Becoming part of Europe/Aware and Active/Human Rights Education) and a link to the refugees from Ukraine - TBC

Mental Health in Youth Work

After extending the time for national preparations the Kick-Off Event of the Mental Health in Youth Work LTA the event was held in June 6-10, 2022 in Kirkkonummi, Finland. The event brought together the representatives of expert organisations from partner countries and the representatives of National Agencies. The aim was to extract information from the results of national mapping exercises and needs analyses, and consult the expert in designing the areas of work.

Based on the consultations and results the LTA will work on three priority areas:

Raising awareness, normalising the concept of mental health and promoting it as a positive resource
Development of mental health literacy and competences of youth workers
Enabling youth participation and peer-to-peer approach in promotion of mental health.
Increase the number of projects dealing with mental health topics in the European Youth Programmes

The priority areas are very similar to the objectives of the original call.

Partnership

The initial partnership involves FI, PL, BEFL, BEFR, BEDE, NO, LU, LT, LV, PT, SI, HU, TR, ES and SALTO I&D.

The partners are required to

· take part in coordination meetings quarterly

· commit in organising activities linking to the priority themes

· marketing activities organised under the project

· selecting and sending participants to activities

· be involved in in the decision making of the project

· contribute to the common costs of the project (such as communication, monitoring)

Action plan

The action plan implements both activities agreed together by the partnership and activities linking to national needs. Larger activities rely on sharing hosting costs, many of the activities are organised independently either national or international level.

For 2024 the action plan is to create three repeatable training modules and training material to them. The modules will be based on trial activities and contents will be lined up with the training materials. The three trainings will focus on

1) Competence development of youth workers in mental health skills, mental health literacy and promotion of mental health of young people (1/year)
2) Competence development of ESC Volunteering organisations in how to promote the mental health of volunteers (1/year)
3) Competence development of young people on how to promote the mental health of their peers (1/year)

Training material links to the basic elements of the trainings and it can be universally used in youth work in general.

The partners also decided to organise a large Inspirational Event (like the one in Portugal in May 2023) once in two years.

Common activities planned in 2024-2025

1) Basic training on Mental health in Youth Work, hosted in Norway

2) Promotion of mental health of volunteers training, hosted in Finland, France

3) Promotion of mental health in peer-to-peer settings, hosted in Bulgaria (tbc)

4) SSV on mental health organisations in Turkey

5) Conference on mental health in Poland
6) Promotion of the mental health of Europeers in Finland
7) Promotion of mental health in youth exchanges in Finland

Communication plan

The communication plan and visual identity of the SNAC has been created. The communication will use weather as a methaphore when referring to mental health. We think talking about mental health should be as easy as talking about the weather.

The communication plan looks for ways to cooperate directly with young people.

SNAC communication will be outsourced, procurement will be carried out in late 2023.

Monitoring of results

SNAC will follow the outputs and outcome of the trainings with a simple monitoring plan. Every SNAC objective has 1-3 indicative questions which will be added to the evaluation forms of each activity. The results will be collected to an Excel form in the SNAC Teams Channel.

Cross-SNACtorial approach

The partnership wants to look actively cooperation with other SNACs and see where the needs overlap. We are cooperating actively with

- SNAC Volunteering
- SNAC EuroPeers

The partnership is also willing to support the well-being of the participants of TCA/NET and KMST, by providing good practices and approaches to common activities. The topic will be brought up in the upcoming TCA/NET meetings and further explored in other staff sessions.

Strategic Partnership on Education and Training of Youth Workers - update 15/11/2022

Updated based on steering group meeting in Oct 2022 - main focus: timeline 2023/2024, list of activities and content basis

1. Main aim

The EaT SNAC aims at establishing a cooperation framework for the education and training of youth workers. The specific focus is on reaching a systemic impact on education & training by using recognition of competences and learning processes as a thematic context. The SNAC will care for establishing clear links to the development of recognition and validations mechanisms and tools at the national and international level, where appropriate.

The past ten years have seen relevant developments within the European youth work field that contributed to investing in and improving the education and training of youth workers. Considering the special attention given to the recognition of approaches to the learning process, competence development, and non-formal learning as complementing formal learning (and vice-versa), this SNAC will focus on supporting and contributing to systemic change in different areas of youth work.

The SNAC will pay particular attention to the core elements that would benefit from peer support and joint development activities to realise strategic cooperation at national and international levels for better synergies and impact in the future.

4. Expert support

Two experts - Federica Demicheli (IT) and Barnabas Gulyas (HU) have been recruited to support the steering and coordination process at the European level. They complement each other with different backgrounds and long-standing experience in non-formal & formal education & training contexts, in addition to being involved in flagship projects like Among others and FOCUS Learning, which are embedded in the EaT SNAC.

Strategic Partnership dealing with Sport

Proposed by French NA – Agence Erasmus+ France Jeunesse et Sport (FR02)

The following NAs expressed their interest (in the initial padlet and during the TCA-NET meeting):

Norway, Turkey, Finland, Slovenia, Iceland, Portugal, Cyprus, Poland, Italy. Later, Spanish NA also expressed its interest.

A workshop was proposed during the open agenda in the TCA-NET meeting

Taking into account the ideas and the feedback given by the other NAs during this workshop, a new proposal has been written, focusing on two topics

- Sport as a method and a tool in the field of non-formal education

- Sport as a link with local stakeholders

An online meeting was organized on Friday 26^th (NA participating: Norway, Finland, Iceland, Portugal, Cyprus, Poland, Italy, Spain) in order to complete and agree on the proposal.

Next steps:

- At least a four-year strategic partnership starting from 2021 to 2024 in order to prepare the implementation of the new action and cover the 2024 Olympic Games.

- Prep-meeting in autumn 2020

- Small institutional launch during the 1^st semester of 2021 close to Paris for the TCA activity/study visit “Sport and inclusion” funded by the FR NA.

Beyond Borders - Cooperation with Neighbouring Partner Countries

General objectives:

The SNAC is based on the recommendations by the network of NAs of the business meeting in Helsinki, Oct 2019, which highlighted the need to address the challenges in promoting and supporting cooperation in the youth field between Programme countries and Neighbouring partner regions, at the levels of the structure of the E+ and ESC programmes as well as the support provided by National Agencies and SALTOs.

It aims to

create new (or renewed) dynamics for the cooperation between Programme and Neighbouring Partner countries
support quality partnerships and projects between Programme and Neighbouring Partner countries
contribute to further developing youth work and its recognition in the participating countries and
give more visibility to the experiences and expertise that have been and will be further developed in this field

Youth@Work Partnership on Youth Employability and Entrepreneurship

Youth@Work has been running since January 2018. Its Steering Group has unanimously agreed to continue the collaboration for a second cycle, under the new Programme (2021-2027).
Youth@Work has a new leading/coordinating NA since January 2022 - the Italian Erasmus+ National Agency. The previous leader, the Turkish Erasmus+ National Agency is still strongly supporting the partnership.

The current and upcoming challenges young people are facing in the labour market (aftermath of the COVID19 crisis, economic recession, climate change effects, automatisation and AI revolution, to name just a few) are a strong enough reason to continue the collaboration whose main aim is to provide youth work/Erasmus+/European Solidarity Corps with greater support and visibility in the youth employability and entrepreneurship ecosystem.

The current members are:
- IT (leader), CY, FI, MT, PL, ES, IT, MK, GR, HU (with limited resources) and the TR NAs
- SALTOs EECA, SEE, T&C
- SALTO European Solidarity Corps

The associated partners are:
- The Community of Madrid, the Government of Cantabria and the International Center for Entrepreneurship Santander (Spain)

Next steps:

- 26 transnational events are planned from May 2022 until June 2023 under the TCA/NET 2021 and 2022 budgetary years. They tackle all 10 priorities of Youth@Work.

- the Youth@Work Bridges Youth Work and Volunteering flagship conference gathering 150 participants, will take place in Istanbul, from 18 to 22 October 2022.

- The Youth@Work Impact Report covering the first 3 years of the Partnership (2018-2020) was published in October 2021. The evaluation and monitoring process will continue in 2022, with a new report to be published in 2023.

- Youth@Work will continue the development of its Pool of Trainers and National/Regional Consultative Groups

Strategic Cooperation Project "New Power in Youth - enhancing youth participation through cooperation between different stakeholders"

New Power in Youth is a strategic project aiming to empower youth actors and support youth participation in democratic life. As of 2022, it comprises 11 National Agencies (Slovenia, Latvia, Estonia, Germany, Italy, Cyprus, Finland, Spain, Netherlands, Romania and Bulgaria) and 3 SALTO RC (PI, ID and SEE). The general coordination and communication are ensured by a European wide coordinator based in Estonia. While the project has started its implementation at the beginning of 2021, it welcomes new partners to join its activities and efforts to support quality youth initiatives.

The partnership is designed as a framework to support and advance initiatives that aim to increase the quality of youth participation, at all levels. It has three wider objectives that are addressed through the Work Packages:

Work Package 1
Aim: Introducing Erasmus+ & ESC Youth Participation Strategy and supporting youth participation projects through E+ & ESC programmes.
It targets applicants and beneficiaries of the programmes (Erasmus+ and ESC) to develop the capacity of youth groups and youth organisations in order to create quality participatory projects. This package foresees local activities (local project labs and capacity-building training for organisations). At the European level, it includes the following type of activities, organised annually: an online project challenge, online partner finding activities and a Project Lab. In 2022-2023 WP1 plans to organise a series of follow-up initiatives that build on the main objective, including a capacity building to support participatory approaches within youth organisations/youth groups and a Network Training Activity dedicated to youth participation activities.

Work Package 2
Aim: Supporting the strategic development of youth participation in democratic life on local, national and European level.
It targets young people, relevant NA staff (eg. “Participation officers”), relevant stakeholders in the youth field, general audience.
This package foresees activities such as: the creation of a Pool of Experts on Participation (through ToT and networking activities connected to the Youth Participation Strategy and the Youth Participation Toolkit); a Campaign to promote the involvement of young people in the Work of National Agencies (including support from a coach and peer-learning space); a process of bringing the Participation priority within the NAs' internal Strategies.
WP2 is also the framework to advance more strategic initiatives such as the Participation Resource Pool, EU Youth Dialogue, Youth Participation Forum or SALTO Awards.

Work Package 3
Aim: Enhancing the cross-sectoral cooperation between the non-formal and formal education sectors in order to better support youth participation in democratic life.
It is directed to youth workers and youth leaders, teachers and other relevant school staff (eg. civic/methods education teachers). The activities are foreseen for 2023 and onwards, including an international capacity building activity and exchange of practices between partner NAs.

Synergies with other SNACs (eg. Democracy Reloading, Europeers, or Europe Goes Local) under the focus of quality youth participation are important and we will continue exploring them.

Democracy Reloading SNAC

Democracy Reloading has been running since 2015. In 2020 the cooperating NAs have agreed to continue the collaboration under the new Programme (2021-2027) as a Strategic Partnership (SNAC) with the following objectives

To develop a multilingual online Toolkit that supports municipalities in designing, implementing and evaluating youth participation in decision-making;
To empower and mobilize different stakeholders with the relevant competences through training activities, promotion activities and resources;
To make optimal use of the Erasmus+ Youth and ESC programs in developing youth participation in decision-making through quality granted projects;
To mainstream the issue of youth participation in decision-making and democracy on local, national and European policy agendas;

To build the capacity of national agencies in achieving the above mentioned objectives;

Since 2021/2022 the following 20 NAs are members of the Partnership.

Cooperation with EGL: We are having regular meetings between the coordinators, and for 2023 we plan joint Newsletters, and for 2024 a joint big event under the Belgian Presidency. We also promote each other's activites and tools, and include them in training courses. We inspire member NAs in both SNACs to have joint national action plans.

Synergies with “New Power in Youth” and SALTO PI. We had a joint meeting in March 2022 to desing together the Youth4Democracy training module, and we plan to include the YouthParticipation Toolbox into this training module.

In 2021 and 2022 we managed to consolidate the Partnership, plans for 2023:
- The online Toolkit (see link above) is operational in 10 languages, with improvements in 2022: Newsletter function, self-assessment function for users, and a general content review and update of the English version. In 2023 we are preparing a simplification for a more user friendly website, and a new function of adding practices by users and a collection of tools for municipalities.
- A training of multipliers was implemented in 2021, and based on its lessons learned in 2022 we started the Trainers4Democracy long term training course with 29 participants from 13 countries (tc in Rome in September 2022 hosted by the Italian NA), that will end with the setting up of the European Expert Pool of DEMO SNAC. The closing training activity will be in Budapest in April, 2024, hosted by the Hungarian NA.
- We implemented three editions (Budapest, Braga, Oslo) of the training course module Municipalities4Democracy (for youth policy officers of municipalities) with great success, and we plan to have 1-2 editions (repeated) in 2023 as well. Host NAs to be confirmed.
- We designed the Youth4Democracy training module for young people in a wide stakeholder group, and we plan to test the first editions in 2023 hosted by the Flemish and the Dutch NAs in cooperation.
- We organised 9 Webinars in 2021-22 and in 2023 we will have theme specific webinars and national language webinars.
-The promotion activities (online and offline) are implemented by DYPALL Network (as contracted partner)
- The next DEMO SNAC stakeholder meeting gathering trainers, experts, partners, researchers and NA representatives will take place in Almada, Portugal in November 2023 - where we will evaluate the first 3 years of the Partnership and collect ideas, recommendations for the years 2024-2026.
- In early 2024 we are planning a joint grand event with Europe Goes Local under the Belgian Presidency.

From 2021 we realise a parallel evaluation process as Impact Research with two independent researchers (yearly impact report) - by Dan Moxon and Ondras Barta.

Strategic Partnership on Volunteering

SALTO European Solidarity Corps coordinates this new long-term NET-cooperation on Volunteering from 2022 onwards.

What it is about:
* The overall aim is to strengthen teh Euroepan Solidarity Corps Programme and to put solidarity in the heart of ESC-volunterering.
We aim to improve the conditions for volunteering across Europe and partner regions, based on the Council Recommendation on the Mobility of Young Volunteers and Cross-Border Solidarity.
* This will be achieved by a series of activities to highlight the value of volunteering and the European Solidarity Corps Programme and foster the collaboration on volunteering and solidarity among stakeholders.

Objectives:

Increasing the knowledge about the European Solidarity Corps Programme and its impact.
Supporting the knowledge exchange around European volunteering and solidarity.
Advocating for better conditions for ESC volunteering
Increasing the visibility of ESC-volunteering.
Fostering the collaboration among stakeholders and strengthening the community(ies) of practice.

EuroPeers+ SNAC

At the end of 2020 Estonian NA decided to launch EuroPeers+, a SNAC focusing on the development and improvement of the network EuroPeers. 13 national agencies joined us in building the network and making it more accessible for young people.

Here is an overview of the progress of the SNAC so far:

European wide coordinator based in Estonia (from April 2022 onwards: Sweden) , who supports the general coordination and communication of the network.

New CVI (launched in 2022)

New Website: europeers.org (launched in May 2023)

Successful network meeting in Rome 2022, Italy for 45 peers and 15 NA representatives in an hybrid form.

Launch of social media channels for EuroPeers international (Facebook and Instagram, constant growth of followers)

New Handbook on how to plan and implement EuroPeers trainings.

Work in progress: national strategies for all 13 participating countries

continuous "EuroPeers international socials" - a digital hang-out with discussions & games. The format will be further used to connect the network.

National training activities, meetings and events.

EuroPeers Advisory Group with representatives from each network is in action from march to march.

The partners of the SNAC are Estonia, Finland, Latvia, Poland, Germany, Netherlands, Belgium DE, Italy, Romania, Austria, Norway, France and Spain.
The budget is per average 100.000 euros.

TCA LONG TERM ACTIVITY 2022 -2024YOUTH VOICE, YOUTH CHOICE: HOW ERASMUS + AND ESC CAN INSPIRE ACTIVE PARTICIPATION - The European Network of Digital Radios

The European network of digital radios has the general purpose of becoming the first community network of young people through the sharing of experiences, ideas and lived stories. This mechanism of free expression and sharing allows young people to take the initiative, manage their
potential, organize themselves, express opinions and make proposals, give inputs and suggestions to the policy makers; contribute to the construction of the “European Youth Community” described in the European Youth Strategy 2019-2027.

The European digital radios Network therefore aims to achieve the following objectives:

 To contribute to developing in young people the awareness of being European citizens;

 To valuing the role of young people as ambassadors, messengers of European values and principles;

 To offer opportunities to increase and improve the ability to work in a team, sharing common goals and activities;

 To promote the participation of young people, enhancing wealth and intercultural exchange;

 To develop national strategies and action plans that allow young people to express their voices through the tools and methods of the European education system.

The principle of participation as a methodology

Participation is a transversal and fundamental element of whole concept. The free and authentic participation of young people gives them the opportunity to feel protagonists of the experience in the construction and management of a digital radio. Through the learning by doing methodology, young people will learn by experiencing, improving their leadership and their critical and analytical skills.

The aims of the European network of digital radios are in line with the objectives of the EYY:
- support young people in developing concrete, inclusive opportunities
- encourage them, especially those with fewer opportunities, to become active and actors of change
- The digital radios will be active on the promotion of the EYY all over the year and have the potential to reach many young people all over Europe

In June 2022 a training course on how the European digital radios managed by young people/groups/organisations can be an active platform and tool for the dissemination of the main events of the EYY put in place in all European countries;
- podcasts about promotion of Erasmus+ and ESC, funding opportunities, projects, actions, networks;
- interviews to policy makers about the main challenges regarding their lives;
- a specific format with the title “Young people take the floor” to express their views, share opinions, discuss specific topics with a European perspective. Priority: how young people indisadvantaged areas are coping with the pandemic and how they are recovering from it.

European Academy on Youth Work (EAYW)

The EAYW welcomes new partners and actively searches for synergies with other SNACs, strategies and processes.

General objectives:

The EAYW aims to promote the development of quality youth work, to support its capacity to react to current and future developments, and to contribute to creating a common ground on youth work and youth work policy. To this end, it focuses on supporting innovation in youth work, as a response to the trends, challenges and uncertainties faced by young people in today’s fast-changing societies.

The EAYW offers a platform for reflection, exchange and knowledge gathering on trends and developments in and with relevance to the youth field in Europe, and on innovative youth work responses to these trends and developments. In this way, it contributes to a European youth work ecosystem that supports quality development and innovation in youth work.

Strategic Partnership: Strengthening Youth Work in Europe by supporting the implementation of the European Youth Work Agenda (EYWA)

The SNAC has six aims:
1. Supporting the active involvement of the entire NA network in the Bonn Process
2. Promoting and mobilising the EU youth programmes as instruments for strengthening and developing youth work within the Bonn Process
3. Supporting NAs to contribute to the implementation of the Bonn Process in their national context
4. Strengthening connections and synergies among youth work related activities of the NA network through establishing a co-ordinated approach among the SNACs dealing with youth work development
5. Implementing joint activities on specific topics of the Bonn Process
6. Supporting the implementation of the EYWA in the neighbouring partner countries with the means and resources of the EU youth programmes

Work basis: A work plan was developed, covering activities in all six areas of work for the project during of April 2021-December 2023. The partners communicate via an email group (snac-eywa@jfemail.de), partner meetings are held regularly every 3-4 months. For the different work packages, working groups were established. The SNAC is co-ordinated by the German NA; all partners are involved in the cornerstone direction of the project; single NAs and SALTOs are involved in different working groups. Working groups on the
- NA network and the Bonn Process,
- co-operation among the Youth Work SNACs,
- connection between programme and Bonn Process and
- national processes
- thematic activities (focus: value and recognition of youth work)
have started to produce results.

Some highlights from the working groups:

In the work package on the NA network and the Bonn Process a concept paper on the role of NAs in the Bonn Process was produced and thus the conceptual ground for the SNAC's future work. A session to involve colleagues of the whole NA/SALTO network was held in February and March 2022 ("The Bonn Process and the NA/SALTO network. Ask us anything").

Work package on Linking Bonn Process and Programmes: A guide for NA colleagues is under development to support them in linking the programme implementation to the Bonn Process; more support material for applicants, and hosts/trainers of TCA/NET activities is planned for 2023.

The Youth Work SNAC cooperation seeks for synergies among the Youth Work SNACs (EaT, Digital YW, EAYW, EgL and EYWA). The group has produced a proposal for a joint monitoring and evaluation system, and envisaged more fields in which a cross-SNAC-cooperation is regarded as beneficial:
- communication and creation of visibility about SNACs towards the Community of Practice

- joint communication approach towards policy stakeholders

- co-ordinated approach/overview/alignment regarding our work plans

- awareness-building regarding the political context of the EYWA and other political strategies

- internal communication towards the NA/SALTO network

- mechanisms for co-operation, mutual communication and support

- shared expert environment

Support of national processes: the group of national contact persons for the Bonn Process was established (beyond the SNAC countries, Europe-wide), a physical yearly event for national contact persons was introduced in 2022, support material for national processes is being developed. For the whole active and/or interested community of practice, a yearly online event "Bonn Process Meet-up" was held in 2021 and 2022.

Linked with the concrete work packages it is also intended to make the most out of the new role of JUGEND für Europa as "European Service Centre for the Bonn Process", supporting the Bonn Process at European level. Two major tasks of the Service Centre complement the SNAC EYWA especially: the information and communication work on the Bonn Process (Website, newsletter etc.); the support of national processes.
