Prohibition was difficult thing to enforce because of the Volstead Act. With the increased illegal production of of alcohol and the rise of gang violence , many people supported the idea of ending prohibition. This would soon cause the congress to propose a 21st Amendment that would repeal the 18th Amendment. -Franklin D. Roosevelt ran for president on a platform calling for Prohibitions repeal.
